Something I noticed was that on Chaos seemed to not have very much to do with anything that went on until the Horus Heresy, is this fairly true, or am I mistaken?

It depends on how you mean 'much to do with anything that went on'
They held influence overf the populace of Davin, Colchis, Nurth, Cadia, Laer and other unnamed places.
Possibly that's why they started the whole Heresy deal. The Great Crusade was reducing their fan base on a dramatic scale and they were running out of followers.

Well we don't really know much about Chaos before the Great Crusade but the fall of the Eldar was pretty big.
Also the Emperor was already battling the Chaos Gods before he launched the crusade. In the HH novel 'Legion' It suggests that xenos races have been struggling against chaos for thousands of years.

There's the stuff from the Chronicles of Ursh, where it talks about Kalagann's psykers unleashing dark warp powers and summoning daemons. There's other little stuff like the Chaos taint on Caliban, that sort of thing.

During Old Night there were countless worlds that fell to Daemonic incursion due to corrupt psykers. Mainly, the worlds that burned pyskers as witches survived. Also, there is a Khorne Daemon Prince named Doombreed who is desribed as once being a great warlord on ancient Earth, who ravaged entire nations and became one of the first Khorne Daemon Princes. (This could've been Genghis Khan, or Adolf Hitler, or some ancient warlord).

I's say that it so much that they didn't have much to do with anything, more with the fact that mankind hadn't really classified chaos as its own threat/entity. mankinds knowledge was innocent and infantile at best until the heresy at which point it was revealed just how much influence they really do have in our plane of existence.

Which I understood to be the Emperors doing to again try and limit the amount of people who knew about gods existing. The less people that know, the less people that believe. He was trying to quash religion in all forms.
