exactly what the title says

Um, probably nearest you will get is to start a multiplayer game against the computer, set to the lowest difficulty.

This should mean you can arse about as much as you want, building all the units, and only have to fight off the occasional few easy guys every once in a while.

If I remember correctly the computer on easy doesn't even build past the basic tier of units.

Then there are cheats..... I think you press control, alt and C to open up the cheat console thing..
then cheat_requisition (100000000), cheat_power (1000000000), cheat_seeallmap (think its see all map, something like that.) Try searching for DOW cheats, will probably get the full list. But there the 3 i used when mucking around on the original DOWs

i already have those, but a friend had told me about a cheat that allows you to continue playing even while the enemy is dead. also is there an unlimited squad cap cheat?

there is unlimited unit cap mod
and you could always mess with console.....

I've found a way to mess with the squad cap for the orks on the campain but thats about it.
