What would you recomend as a better guard force the Cadians or Elysians?

How much money do you have? Elysians are Forgeworld and therefore very, very expensive. They have their own rules in one of the Imperial Armour books, but could be used as veterans or whatever in a standard Guard army.

Questions like this are really awful, since this game is hardly objective. You can't compare units or entire armies in a vacuum.

If i used Elysians as elites would that be allowed at GW?, and does that go for other IGs as well?

So long as it fits the IG codex you can use any IG squad (be it Cadian, Catachan, Death Korps of Krieg, Steel Legion, Vallhallian, Vos...[the ones with the Cosak feel]) as a vet squad. Hell you can even mix and match them if you like

You can use whichever guard models you like for whichever of the guard army lists you like.
