Is there any sort of free army planning thing online that would let me plan my warhammer army a bit quicker then using excel?

...Pen, paper and a calculator?

The only online alternative I know of is Army Builder but that costs money to use and, from the recent hoo-ha about miscalculated army lists pervading the tournament scene, is none too reliable at times either.

It's also a PITA to read, but that's my personal perspective.

Look up Army Bodger. It's a free program like Army Builder. I think all these programs are more or less pointless since you can just use your head and a calculator, but to each his own.

I find excel to be a very fast way of building an army list.

Battle Scribe makes a free army planning tool. Still a few bugs in the army files - but over all it works well for a free product.

I've actually found a few errors so far:
1. Tau forces don't gain a free bonding knife from Farsight.
2. The Tau have so many options that the menu system can become a bit tedious (not a bug, but still annoying).
3. Dark Angels can make FOC swaps w/o the appropriate HQs.
4. Dark Angels terminators are allowed one too many weapons (4 normals, 1 heavy, and 1 sergeant weapon when it should total 5 weapons).
5. Dark Angels terminators can only take the Banner/Apothecary in one squad, when in the codex they can be split.
6. Dark Angels Heavy Support vehicles on the rhino chassis are inexplicably 250 points each.
7. Eldar, as far as I know, works fine.

In other words, don't try to use this to make tournament lists, as there are some issues with the army rosters (especially for Dark Angels, evidently). For friendly games though, it can save time and is free.

Black Widow Assault Cadre 2000 Points (Under Renovation- Playable) Win-4 Lose-5 Draw-1
Storm Angels 1st Company 2500 Points (DA Codex) (Under Renovation - Playable) Win-3 Lose-4 Draw-3
Corsairs of Fate 1750 Points (Under Construction - Playable) Win-2 Lose-3 Draw-1
Protectorate of Menoth 11 Points (Project Delayed Indefinitely) Win-1 Lose-3 Draw-0
Imperial Guard Regiment (Unnamed) 1000 Points (Project Delayed Indefinitely)
Cygnar 25 Points (Planned) Win-0 Lose-0 Draw-0

Last Game(s): The Spearhead Annihilation Battle between my Storm Angels First Company (Dark Angels) and Skystompa's Waagghh! (Blood Angels) resulted in a MAJOR VICTORY!

I've only fiddled around with it, but if the army files get updated, I've found BattleScribe to be simple and effective. I found no issues when drafting test lists for Codex Marines or for Orks.

AB is nice because it gets regular updates to the datafiles, which (usually) fix and improve more than they break. Every update however, I usually check over my armies just to make sure that I'm not missing anything. ab40k.org also keeps a running (and public) database of all known issues, so it's usually easy to determine if there is going to be anything in a particular version of datafiles that will be an issue. Finally, worst case, if you notice a bug that's not going to get fixed anytime, you can actually fix the datafile yourself, if you spend a few minutes getting used to their editing software.

Other than that, I'd just recommend writing yourself a clever Excel document.

Just as a semi-hijack, are there any good planners for phones? I have Android, and there's someone on here making a planner for that, but are there any that people use? Linking it to a PC's lists is nice, if anything does that.
