I tried to write out a bunch off fluff, but I'm not that great a writer so I'll try to be brief instead.

Like all skaven warlords, Skratmort was ruthless, conniving and utterly paranoid. Like most skaven warlords, he was betrayed by the Fangleader of his personal Stormvermin bodyguard. Fangleader Crat Bladetail sold him to Warlock Rattenstein, the knife wound in his side still pouring bleeding profusely but not quite dead. A handful of warpstone, a few blasts of warp lightning and a couple hours and Rattenstein had done it... Skratmort walked the earth again...

Lords
Warlord Crat Bladetail (Ogre Blade, Talisman of Preservation, Enchanted Shield, Warlitter) 220
Once Fangleader, now Warlord of Skratmort's old band. He dismissed nearly all the Stormvermin he used to be a part of; well, less dismissed and more "sent to their deaths". He keeps the animated former warlord around, figuring the strange arcane technology lodged in his slowly rotting brain will keep his enemies at bay.

"Warlord" Skratmort (Wizarding Hat, Warlitter, Shield) 228
A drooling, muttering, sparking animated shell of his former self, Skratmort now wears a "helm" of arcane warp technology. Somehow, this strange contraption has somehow tapped into the winds of magic in a way that not even the powerful Grey Seers can. No longer truly intelligent, Crat hopes that keeping Skratmort around, guarded by the Stormvermin who joined Crat in his mutiny, will focus any unwanted Eshin attention at Skratmort. Several weeping blades and shuriken lodged in the animated corpse's torso show it's worked at least a few times.

Heroes
Warlock Rattenstein (Level 2, Warlock Augmented Weapon, Warpstone Armor, Warp Energy Condensor) 195
The mad genius behind Skratmort's reanimation and the warpsteam powered Giggarat, he remains close to what he considers his greatest creation. In his own mind, not even Boneripper is of as significant advancement as Skratmort.

Chieftain Gristail (BSB, Armor of Destiny) 120
Crat's second in command. Already working with Chetclaw to overthrow both Rattenstein and Crat.

Warlock Eyegore (Level 2, Dispel Scroll) 125
Rattenstein's assistant, who has already begun plotting with Gristail to kill Rattenstein and take over his labs, once Rattenstein is dead he plans on betraying Gristail to Crat.

Warlock Chetclaw (Doom Rocket) 45
Rattenstein's newest assistant. Basically an expendable "intern"

Troops
Clanrats (x30, Full Command, Warpfire Thrower) 225

Clanrats (x30, Full Command, Warpfire Thrower) 225

Clanrats (x30, Full Command, Poisoned Wind Mortar) 220

Skavenslaves (x50, musician) 102

Special
Poisoned Wind Globadiers (x9, Poisoned Wind Mortar) 145

Warplock Jezzails (x5, Sharpshooter) 110

Gutter Runners (x6, Deathrunner, Poisoned Attacks) 114

Rare
Warp Lightning Cannon 90

Warp Lightning Cannon 90

Hellpit Abomination Giggarat 235
(Will be based on the Caller model, with some warp tech to turn it from stitched abomination into a warpsteam machine.)

2,499/2,500. Globadiers stick near the mortar clan rats, since they can throw into any combat they like. The warpfire rats stay near the slaves, to take advantage of bogged down enemies. I know Jezzails get little love, but I've had decent luck with them, especially against Cavalry and the like. Gutter Runners for war machine hunting duty. 2 level 2 Warlocks gives me a decent chance for skitterleap, and ole Skratmort is purely for fun. I think my biggest disadvantage at this points level is lacking a level 4 caster for dispel duty. I'm basically accepting that I'll be letting more spells through.

I think on a fluff basis you might want to run an army with more Rat ogres in it, or at least one big unit of them, though alltogether it looks pretty solid.

2000pts of beasty boys
1000pt rat pack - Clan Cozen
1000pt Savage Waagh
1500pt

GREAT fluff! Thanks for a really funny read
I like the list too, and cool to see a fluffy and funny list!

For effectiveness id lose the deathrunner and give the gutter runners slings.

What's the precise effect of the wizarding hat? i forget. Stupidity + Lvl 1 wizard or?

Lvl2, I believe

I'll second the sling-suggestion. Solid stuff. Still not so sure about Jezzails and Globadiers any more, but they have their uses. And 9 Globadiers is probably enough bodies to withstand a volley.

Can't say your first warlock didn't make me wince a little. The weapon is just so...not useful. But maybe he'll actually be able to help a little in combat. I suppose I shouldn't look at the 45pts, but at the 15.

The A-bomb seems a little out of place in the tactical theme, but he fits right in with the theatrical one. I'd give him Warpstone Spikes. C'mon. 15pts. You could drop two Clanrats and use the 6pts left over from dropping the Deathrunner/getting slings, and bam. C'mon. 15pts.

There's a variant of the list that drops the Jezzails and Gutter Runners entirely, along with 2 Globadiers. Using those points I run a 6 strong, Master Bred led, rat ogre pack with 3 packmasters total. It also drops the second warlock to a level 1 instead of two, but I could drop the WAM off Rattenstein instead..

They're definitely on the list for moving this up to 2,999/3,000 points.

I know the WAM isn't so great for Warlocks, it's really more of a theme thing I suppose. I guess that's 45 points that could go into other units though...

And the lack of Spikes is pretty much based on local meta. No VC player, and our DE hasn't run any ... shadow thingies... that get ethereal. Basically there's enough other magic stuff in the list that I don't worry about hitting Ethereal enemies.

Taking into account the suggestions, that moves us to:

Lords
Warlord Crat Bladetail (Ogre Blade, Talisman of Preservation, Enchanted Shield, Warlitter) 220
"Warlord" Skratmort (Wizarding Hat, Warlitter, Shield) 228

Heroes
Warlock Rattenstein (Level 2, Warpstone Armor, Warp Energy Condensor) 150
Chieftain Gristail (BSB, Armor of Destiny) 120
Warlock Eyegore (Level 2, Dispel Scroll) 125
Warlock Chetclaw (Doom Rocket) 45

Troops
Clanrats (x30, Full Command, Warpfire Thrower) 225
Clanrats (x30, Full Command, Warpfire Thrower) 225
Clanrats (x30, Full Command, Poisoned Wind Mortar) 220
Skavenslaves (x50, musician) 102

Special
Poisoned Wind Globadiers (x9, Poisoned Wind Mortar) 155 (this is incorrectly listed as 145 in my first post but correctly figured as 155 in the total)
Warplock Jezzails (x5, Sharpshooter) 110
Gutter Runners (x6, Slings, Poisoned Attacks) 108

Rare
Warp Lightning Cannon 90
Warp Lightning Cannon 90
Hellpit Abomination Giggarat 235

Which leaves me with 52 points. Would it be worth it to drop the Jezzails along with a couple rats to grab an Assassin w/ gear?

Hm. Maybe. But that just doesn't fit the theme as much. It could, I guess, with some modelling.

I do think its funny that Warlord Bladetail doesn't have a tail weapon, though. They'd both be tied for points then...

Other than that, its all your call. You should let us know how your first few games go.

And c'mon, man. 15pts.

I like the write up. good and fluffy.

I don't think you need the assassin. I'd maybe up the gutter runner unit. I think a bombardier with death globe could be fun as well.

I agree on no spikes. Skaven have a fair bit of magical attacks so spikes aren't really nessecary.

Other than that it all seems to fit with the theme. It could be good to put skratmont on foot. That way if he gets shadows he can trade places with the warlocks or BSB which could be quite handy to get them out of trouble or add a bit more punch to a combat.

That would be funny.

I was also going to suggest putting him on a Bonebreaker, but just modelling him all mutated and meched-out. But without a LoS!, that's a bit too fluffy.

Thanks for the feedback folks =) I'm hoping to get my first game with this list in this weekend, but we'll see.

Bladetail sadly doesn't have a Tail Weapon in that list because of point restrictions :( I did consider swapping the Enchanted Shield for a Charmed Shield which would let me get the Tail Weapon. I just wasn't sure a single S3 hit was worth dropping from a 2+ to a 3+ armor save. The extra 2+ ignore from the Charmed Shield is nice though...

At the moment I just spent the extra 52 points on 2 more gutter runners and Warpstone Spikes leaving me back at 2,499 of 2,500. I'm thinking drop the spikes and a slave to up the runners to 9 though. Would be 2,500 exactly.

Edit: Yeah I'd considered Bonebreaker-ing Skrat, but with the Wizarding Hat taking all 100 of his gear points he has no ward save. I figured no Ward Save + no LoS! = dead wizard as fast as you can say "Cannonball".
