Get WD (374 in Oz, maybe 373 in other countries).
It has the unit entry.
Apart from that, WS can't take them (NOT in the codex) outside of a friendly game outside of a tourney).
GK will have them, though (kit comes with some of the parts)

i know its in the blood angels codex but i dont want to buy it just for those rules so im asking someone to tell me them the people at my local club will happily allow me to play a stormraven in my white scars army it fits the fluff completely

If they have the book in your flgs for sale, why don't you just look at that small section of rules and make a note of them?

Bummer. You should email GW, maybe someday they'll set up a shop near you?
Well the last thing I can suggest is if one of your friends has the BA codex you could ask to borrow it. Other than that, you're pretty much stuck buying it.

This forum is not a replacement for buying the relevant rules.
If you want to use the Stormraven, you need to buy either the Blood Angels codex or the White Dwarf issue with the rules.
That, or keep an eye on the GW website. Now that they've published the rules in White Dwarf, it wouldn't be at all surprising if they make their way into the downloads section on there at some point in the near future.
