First footdar army I have,
Farseer w/ both runes, guide
10 Scorpians, exarch w/claw, both powers
10 Harlies w/ master, seer, death jester, 5 kisses, 2 pistols
10 DA, exarch w/ PW/shield combo, both powers
10 Dactually have most A, exarch w/ Dual cat and storm combo
5 Swooping Hawks, exarch w/ sunrifle, both powers
5 Dark Reapers, exarch w/ Tempest Lauchers, fast shot
Wraithlord w/ dual flamer, blade
Wraithlord w/ dual flamer, blade
My plan is:
Scorpians mess things up for harlies and avengers to get in, then they mess things up for the wraithlords to get in, while dark reapers provide a sickening fire support.Hawks will be throwing bombs every turn, or when they are needed they come in to take out some tanks or infantry.Farseer, quite obviously, will stay with his emo buddies on a hill top and whisper into their ears.
Against many armies that uses a lot of rhinos/wave serpents/mobile pillboxes...I will just have my hawks trying to catch them, while the other aspect warriors and the harlies follow up to deal with the troops inside or try to hunt down more tanks...It depends on the set up.
So how can I improve this list with the least changes?How should I change my plans?

It will fail sadly... VERY VERY hard.
What will really happen...
- You will line up with your scorps out front and and the rest lined up as your have stated.
- They will move up 6" run D6.
- No one fires anything as they will all be out of range.
End your turn
- Marine player drops a drop pod or two into your backfield with either a dread or SM squad in it, reapers die
- marine player rolls up his rhinos, but you are smart enough to keep out of assault range so he moves up 12. He opens fire from his long range attacks killing a good portion of your scorps and maybe a Wraithlord.
End his turn with your heavy casualties, and everything still in rhinos. You are now fighting on two fronts.
- Hawks drop a bomb... it does nothing since they are all still in tanks
- If it's a dread in your backfield, you double back with your harlies and attempt melta shots.. we'll say you downed it. If SM you use a guided Bladestorm killing a small chunk due to no doom.
- DA, scorps, still living lord, move up
- Lord and scorps assault but due to moving 12" you only pop one at best.
End your turn with maybe one tank and dread or unit dead
At this point you are in range of SM assaults, heavy fire power, with very little left you can do to fight back.
Had you sat in the backfield defensively you would just be gunned down from range.
Unfortunely in 5th Edition, aspect footdar is not viable... at all. DA and Scorpions will never live to see the fight, and without any tanks your Wraithlords will take all the Anti-tank to the face.
If you are going to do footdar then stock up on defender guardians and avatar or wraithwall up.

just to emphasize what blue dagger said what makes foot eldar survive up the field is primarily Fortune on Conceal'd Wraithguard and Fortune on the Avatar. then a horde of guardians, also protected by conceal. Trying to walk up the field with t3 4+ save units is not going to end well for you. Eldar infantry are very squishy without their protective wave serpents. If they are going to survive on foot they need a plan.

Yes I appriciate your comments my friends. I have another wraithlord list actually, it is working(proxy ftw) pretty well for me right now.But I wanted to try something everyone said is a fail, this. Now I realize I need more tank killers, preferably ranged.Walkers are a big no because a) no cash b) too mainstream c) they lost their place in my heart after getting killed by a tactical squad.I want to put lance on my wraith lords, and maybe throw in a unit of guardians or 2?

Eldrad, Avatar, 2 Units of Defenders with Scatter lasers and 2-3 EML/BL wraithlords would take the list from auto-fail to viable. Keep the Dakka lords by Eldrad to gain guide, and keep fortune on the Avatar. You will find this to be VERY formidable.
