Can units locked in close combat leave from battle voluntarily?
What about the SM Combat Tactics rule?

Edited with original question !

Only units with 'hit and run' may leave combat voluntarily.

Combat Tactics will let you break from combat (with a successful Sweeping Advance denial, of course), but only if you actually lost combat. You can't fail a test you aren't taking!

Nvm, sufficiently covered by other posters.

Exactly. Combat Tactics lets you choose to fail a Morale test, but you have to be taking the Morale test first. Even if you do so, you still have to win the Sweeping Advance roll-off to successfully escape.
