I'm not a skaven player currently and so others will doubtlessly offer you better advice but I think there are some universal rules with skaven which are big blocks of infantry, good characters for leadership (so in 2k, probably want a Grey Seer) and take advantage of the swanky war machines, so look into warpfire cannons and suchlike.

So several sets of the IoB minis for rank and file should give you nice big block units.

Skaven are like Orks, Boyz before Toyz, in this case Rats before Toys. You are going to want units of Slaves 40-60 models large probably the same with clan rats. So once you've bought like 120 of them from IoB sets on ebay add the Hell Pit Abom, characters, rat ogres/weapon teams and then play around with them and come back and ask where to go from there.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

Well...you've got a broad question there. So many ways to answer. But first, some questions of my own: what kind of an army do you want to play? The answers can be any combination of the following, and a lot of other stuff: super tear-your-face-off competitve, friendly, competent-but-not-ruthless, mostly Clan (whatever), not Clan (whatever), lots of monsters, lots of toys, lots of models, magic-y, fight-y, shoot-y, etc.

So, in the mean time, I'll put up something I usually run:

1 Grey Seer + Talisman of Preservation, Feedback Scroll (335)

1 Warlock Engineer + Doomrocket (45)
1Chieftain + Battle standard, Charmed Shield, Foul Pendant (105)
1 Plague Priest + Flail, Dispel Scroll (129)

49 Clanrats + Shields, musician, standard, clawleader (240.5)
1 Warpfire Thrower (70)
49 Clanrats + Shields, musician, standard, clawleader (240.5)
1 Poisoned Wind Mortar (65)
47 Skavenslaves + Musician, pawleader (100)
46 Skavenslaves + Musician, pawleader (98)

6 Gutter Runners +Poison attacks, slings (108)
27 Plague Monks + Musician, standard, Bringer-of-the-Word (214)

1 Hellpit Abomination + Warpstone spikes (250)

A little bit of this, a little bit of that. It's not brutal, but it can take on a lot of stuff and come out ahead.

I generally find that weapon teams survive better when there are the maximum number of big nasties on the table with them - doomwheels, abombs, WLC, Bell, Plague Furnace, etc. So I generally don't bother with them until I have maxed out my rare choices.

That way my opponent generally doesn't waste his time shooting at them until it is too late.

in my home i think :P

I prefer to play with big creatures
I often fight against my brother who plays dark elves
and another friend playing orcs and goblins
So it's friendly games
I think a hell pitt abomination be strong because my brother wants to buy a hydra.
I also love big units of rats
and I also want some magic in my army
and assasins are nice in close combat

Assassins are...okay. They cost quite a bit, but at least Skaven ones will actually stick around a little while.

Here's a monster list I've been playing around with:

1 Vermin Lord (500)

1 Chieftain + Battle standard, Charmed Shield, Talisman of Endurance (110)
1 Chieftain + shield + Dragon Helm + Ironcurse Icon (62)

39 Clanrats + Shields, musician, standard, Clawleader (179.5)
39 Clanrats + Shields, musician, standard (179.5)
26 Skavenslaves + Musician (54)
26 Skavenslaves + Musician (54)

6 Gutter Runners + Slings, Poisoned Attacks (108)
6 Rat Ogres + 4 packmasters (272)

1 Hell Pit Abomination + Warpstone Spikes (250)
1 Hell Pit Abomination (235)

It is what it is. The Stormbanner would have been great here, and at 2500, I'd put it in for sure (or drop the Ogres for some Monks as it is).

Alot of this is good stuff... but I will point out the best 90 points in a Skaven army is cannons. Rest of our ranged is not effective without help in some manner, meanwhile that cannon is brutal. At 3000 points 2 cannons are required, 4 if you hate the person.

Changed the list above so it is legal (copy and pasted two halves from two different lists).

Cannons are really good. I am quite confident, however, that the Catapults are about equal. They are more specialized, and do either good or amazing, where cannons always do a solid great.

But no unit is required in the Skaven army. A BSB, probably. An Engineer with a Rocket? Generally. But there are plenty of ways to spend your points beyond the cannon. The A-bomb, for one. And another.

Have a look at the battalion box. Combined with the starter pack you'll have a serious infantry core, and more rat-ogres than you can shake a rat-flail at.

I second that a battalion is a great choice for you.

With your Island of Blood and extra unit of clanrats, that will bring you to 100 clanrats/slaves, two fine weapon teams, 4 rat ogres, some giant rats, 20 monks, and your hell pit.

After that i would advice you to buy a warp-lightning cannon/plague claw catapult set, maybe two.
And a box of plague monks to give you 40 of those frenzied crazed ones

Thats perfectly fine for a 2K army!
All i think you might miss is a few gutter runners. Buy a box of night runners, and there you go!
