What does everyone think of this guy? My friend is considering buying a forgeworld battlesuit to be his HQ, and to be frank, I think you could do a lot better than this guy...
He just seems to have no drive, nothing that makes him special, his gun is pretty standard but with an extra slot, his discharger might win 1 combat. Would dakka recomend this purchase? And is there a practical application for this character?

Haven't used him, but by comparison...

He has a regular Shas'O statline. A Fireknife Shas'O (Plasma rifle + Missile pod) with Shield generator costs 127 points. He is as durable against shooting attacks than R'Myr, and shootier. Even if you take Target Lock and Ejection System (both rather pointless wargear IMO) it increases cost to 147 points, which is still less than 160 points cost of R'myr. So what you're paying then is the Flechette discharger, which is very situational and slightly better change to survive Powerfists etc. It doesn't seem like such a good deal. Basically it's the same problem than all the Tau special characters: they're lots of points for not much shooting.

The bodyguard might be worth it. You can get XV-81, which has Smart Missile System. SMS is awesome. (though it's a Heavy Weapon, meaning you have to buy A.S.S as well - depending on how you interpret the rules, it may be you can't). XV-84 has Markerlight. So you can get a BS4 Markerlights for your Bodyguard. This is not bad, though alas, the Markerlights are not networked. But Markerlights always rule. Hard.

But hey, if he likes R'myr, then whatever.

he's a fun character, who Looks fantastic... but really should be used in non tourny settings... I love the model!

The Shas'o fire knife w/Shield gen is 132, not 127(if you wanted to make him more shooty than Rymr) you forgot the hard-wired Multi tracker to allow him to shoot both the Plasma rifle and the missile pod. If you add in the rest of the gear he comes to 152; which is only 8 points less than R'myr, which is then the cost of the Flechette discharger; and the fearless vs imperial armies. Note also that the flechette discharger has a chance to clear all models from r'ymr before they can strike him(this includes models that are within 2" of a model in base-to-base with R'myr, but also in Base-to -base with another model; these are still technically engaged with R'myr, but cannot attack him).

P.S. I did not add the cost of drones to either R'myr, or the Fireknife shas'o since the extra cost is the same for both of them.

R'myr's real value comes from the shield (shield generator at range, storm-shield in close combat), flechette discharger (wounds all engaged enemy models on a 4+), and his special double-barreled plasma rifle. It is 24" range, Assault 2 meaning you get the precious two shots but at maximum range. He is great along with Deathrains to add some low AP to their long range operations and some survivability if they get charged.

Yes his output for his points isn't so great at only two shots but he is far more survivable then a Shas'o/Shas'el and is a great compliment to ranged XV8s. His special wargear doesn't have the simple comparisons to the Tau armory that you guys are suggesting.

As for your friend, why don't they playtest the rules using a standard XV8 model? After a few games, then decide if they like it. R'myr is a great looking model though so he isn't a bad purchase even if your friend doesn't use his rules. Another fun option is a XV9, they are much taller then a XV8 though so its a liability if you try to hide him.

And of course, when the next Codex rolls out, he will probably be in with hugely improved ruleset and becomes latest tournament cheese. Then your friend can brag "Hey, I knew him before he became famous!"
