Tileans featured in Dogs of War (WHFB), didn't they? Tilea is roughly analogous to renaissance Italy in WHFB and the army is composed mainly of mercenaries. I've seen the first one before, but I can't recall where (as in which manufacturer or year. I definitely saw it in an ad though in an old non-WD magazine (Games Master perhaps?).

quite right that tileans featured in dogs of war but ive gone through the whole catalog for them several times and i cant find that guy

That first model is a Warzone figure, from what I can tell. They basically spent a good chunk of the 90s and early 2000s aping 40k but not outright stealing designs.
