I just had a game with my only completely painted army, a small force of Nurgle Plague Marines, in Combat Patrol. Against SMs (armed with flamers and MLs, ALOT of MLs due to combat patrol rules and him taking a dev squad) I wiped the floor with them. Completely Destroyed the opposing army while only taking 2 casualties in return. Given that I have a substantial force of Plague Marines (21 currently, and enough putty and melted normal marines to convert another 29) I was thinking of making a Nurgle-based CSM army. I wanna use as much PMs as possible. I have 5 terminators (with enough material on-hand to make another 2 more, for a fluffy 7) and I wish to get Typhus, because he 1.) is a nurgle character, 2.) has FnP, and 3.) has a badass flamer template that wounds on a 4+ with no armor save. This army, as with all my others, does Annhilation mainly and goes up against Eldar and MEQs alot:
1000pts
HQ:
Typhus - 225
Troops:
PM Squad (10) - Champion, Power Fist, Plasma Gun, Meltabombs - 325pts
PM Squad (10) - Champion, Power Fist, Plasma Gun - 320pts
Heavy Support:
Chaos Predator - 2 lascannons and Autocannon Turret - 130 pts
Total: 1000 points
I know this one concentrates most of the anti-tank into one vehicle. However my friend only ever brings a land Raider in higher point games. Even if he snuffs it into the low-point one, I can still melta-bomb it or peg it from a distance, as he's still relatively shell-shocked at the damage Plague Marines can dish out, killing a pred from across the board will be the last thing on his mind. Everything else he has can be easily handled with a Power Fist or Plasma Gun. Eldar Tanks, likewise, are easy fodder for the Pred and PFs. I am unsure of Typhus at such a low pointage, but I want to keep the force pure nurgle, so any alternatives (perhaps a cheap Sorc in Power armor to ride with another marine squad?)

HQ:
Typhus - 225pts
Elites:
Nurgle Terminators (4) - Icon of Nurgle (obviously), 2 power fists, Flamer - 185pts
Land Raider Transport - 220pts
Troops:
PM Squad (10) - Champion, Power Fist, Plasma Gun - 320pts
PM Squad (10) - Champion, Power Fist, Plasma Gun - 320pts
Heavy Support:
Chaos Predator - 2 lascannons and Autocannon Turret - 130 pts
Chaos Predator - 2 heavy Bolters and Autocannon Turret - 100pts
Total: 1500 pts.
This force is more of a standard mech marine army, with typhus riding in the Raider for some added protection as well as his elite retinue of plague Terminators. Anti-tank here is more well-rounded out with the addition of the Land Raider and Terminator Squad, which are more powerful against heavier tanks, while the lighter and cheaper pred takes center stage as a combination anti-infantry and light tank hunter. At this level I fully expect to face at least one Monolith or Land Raider, as well as some Dreadnoughts.
I've only ever played Nurgle Marines at low points levels (yet somehow it's the only way I've won) so I'm somewhat unsure of this loadout. Any help would be greatly appreciated. I would like to avoid normal marines with the Icon of Nurgle, as they dont feel fluffy enough to me. I would include Terminators too, if there were a Plague Alternative. I could be tempted to changing out plague termies entirely for another Plague Marine squad if it would be a better alternative (certainly costs way less in terms of points, as each terminator right now averages out to 40 points a piece before wargear. However anything that can penetrate Terminator armor would deny them a FnP save anyways, but more bodies would be nice).

Eh.... I don't like either of them.
Typhus is a good character, sure; but you're putting him in places he doesn't belong. Anything under 1850 is too low.
Predators are garbage, IMO. There's lots of stuff that can do their job much better (havocs), and firing at a single target with all those weapons (which are quite varied) is a waste of time....

Yeah, I must confess I don't like either of your lists.
In the first one, you have too few bodies on the board. No rhinos for your marines? Only one special weapon for your marines? One advantage of Plague Marines is that they can take two special weapons with 5 men.
Preds aren't great either, Samus_Aran is right. I'd take chosen with meltaguns, troops with meltaguns or obliterators for anti-tank.
Honestly, I like the theme of the list. Plague marines are a great troop choice. If you've got as many as you say I'd be tempted to go with a spam list, where you put as many plague marines in rhinos as you can in 1000pts. Then for 1500 add Typhus and a LR and some termies.

Try this:
Warptime Nurgle DP with wings
X5 terminators in a land raider( upgrades can be whatever)
X5 plague marines, x2 melta,fist, rhino
X5 plague marines, x2 melta,fist, rhino
Comes up right around 1000, iirc. I used it a couple weeks ago against IG. I had some other stuff in there too, I believe. I think it was a germicide unit.

They all have Rhinos actually, forgot to mention it ^^; (It was calculated into the cost though).
If I dont use Typhus, then I would like to go with as cheap of a HQ as possible. Would a Sorc with Warptime and MoN be just as good or is a DP necessary? Winged DPs never done well with me, as they tend to get picked out alot.
I have oblits, but they've rarely done their job. The Pred seems to be a cheaper alternative as I get more shots. I can always put in Oblits if the general consensus is that they're better.

Typhus is a good character for Nids and other armies with Monstrous Creatures/ High Toughness armies.
Sorcerers are always a good choice for an HQ give him MoN and Warp Time and he can take out most infantry/heavy infantry. Depending on what your fighting lets say low toughness armies like IG, Most Nids, and the Eldars you could swap out Warp Time for Nurgle's Rot or give him a Familiar and take both. For Meq's you could swap out Nurgles Rot for Doom Bolt or Winds of Chaos.
A good thing to add to any Chaos Army is a Daemon Prince w/t Mark of Nurgle, Wings, and Warp Time, Mark of Nurgle makes it so anything lower than str 5 can only wound on a 6+.
As for the Predator its better not to mix and match, a Lascannon Turret and Sponsons although expensive is the best way to go. (I do not recommend giving it Daemonic Possession).
For Plague Marines, I give them either two Plasma Guns or two Melta Guns, I personally don't see the reason to give them a champion unless your going to put them in Close Combat.
You could also swap out a Predator for a Squad of Obliterators (I suggest fielding a squad of 2)
And if I had to pick one list over the other, I would pick your 2nd list.

The Champion is mostly there to give a PF attack to the squad, since they go after MEQs anyways the added strength is well worth it. Average enemies I have include: A single Land Raider, at least two Dreadnoughts, 1 Wraithlord, and 1 avatar. I might trim it down to one fist.
