I don't play fantasy, but I recently came across a large amount of Isle of Blood miniatures on sprue at a price I couldn't resist. Unfortunately, the bulk didn't come with bases, and I have never played Fantasy before.

I understand that square bases come in 20mm and 25mm, so I bought a bulk of 20mm magnet bases. I always thought 20mm was only Skaven and Dwarfs, but maybe elves too? I can figure out that the Reavers and Skaven artillery come on Cavalry bases.

What base do the following come on:
- IoB Skaven Basic units (Clanrats?)
- IoB Skaven Commander-guy
- IoB Skaven Warlock Enginseer
- IoB Skaven Rat-Ogre-Prodder-Guy
- IoB High Elf Swordsmen
- IoB High Elf Spearmen
- IoB High Elf Mage/Sorcerer

I'm assuming they're all 20mm, but I'm unsure if the commander-units belong on 25mm bases. Also, forgive me if I don't know the exact names for the units.

All of that stuff goes on 20mm. GW generally (Orcs & Goblins are an exception) keeps all the infantry in a given army using the same base size, so commanders rank up fine in units.

I guess that makes sense in retrospect.

Is pretty much the entire Skaven and High Elf range (barring obvious exceptions) on 20mm bases?

The Skaven weapons team go on either 20mm by 40mm bases or the cavalry base (not sure, someone correct me on this one). They're the only ones that are probably not obvious. Everything else you should be able to find a reference on GW's site, or know from just looking at them.

Yeah, but with nothing to really compare to aside from 40k models, it's really difficult to judge the difference between 20mm bases and 25mm bases in a photograph.
