Note that, with this right here, you're only looking at a
Ld. 7 general for your army. This is not that brave an army, as it will pretty much fail 50% of all Leadership Tests it is forced to make, and unlike
40K there's a few more ways to cause panic than 25% damage on a single unit (For example, a unit being destroyed within 6", a unit fleeing through another unit, panic test-forcing magic spells and equipment, Terror, etcetera).
You'll probably want to see if you can fit in at least a cheapo Common Goblin Warboss somewhere. One of those, added in, provides you at least with
Ld. 8, which increases your odds ever so slightly to not fail half your tests.

I don't think this will sum up 25% of your total points. You need at least 25% of your total army in Core, point-wise not model-wise.

You aren't going to be able to take two Arachnarok's for a 1500pt list. At 290-ish points / Arachnarok, you'll need at least a 2400pt list. Rare can only take up to 25% of your total points.

If you're trying to fit multiple Arachnaroks at under 2000, I think you need at least a 1750pt list (Since a Great Shaman on an Arachnarok is going to be limited by being a max of 25% of your force's points as well). At 1750, this would leave you with the Great Shaman on an Arachnarok and another Arachnarok for the points. If you upgrade to 2000, and looking for a lot of big stuff, you could then fit in a Giant painted up with some Spider-like items. Heck, maybe even make it a giant mutated Goblin-Spider monstrosity. Just make sure it's properly based and you clarify ahead of the game it'd count as such, and you'd have three large spidery creatures.
Assuming you keep below-2000, and you want to keep a Spider theme, there's a few options still:
Convert some Goblins to represent regular Forest Goblins. You can use either Night Goblin or Common Goblin rules. Here, essentially, you're making some Forest Goblin Infantry. Your list looks to be more spider themed though, so instead, perhaps you could work on "Spider Chariots" for special?
Core, having to be at least 25% of your points, with 25% filled for Lord this way and a significant chunk (All but 147 points) of your rare as well, leaves you with only about 33% of your points remaining after the minimal Core is put out. You could either spend the points here on additional core, some characters, or some Special.
For Characters, you'd - if seeking to play competitive - pretty much want an Orc Big Boss put in some unit converted in a Forest Goblin-y manner. Leadership 8 isn't much, but it's what OnG use to be limited to in sub-2K point games before 8th Edition. Placing him in a "Spider-Drawn" Chariot might work best, said chariot being a Boar Chariot just converted with Spiders at the fore instead. That should only take about a third of the points you had remaining, so you would have maybe 400pts left. That could be split between more Spider Riders (either more units, or bigger units. If more, I'd suggest lots of smaller units over a few ten-big, and if bigger units I'd go at least 12-big for each), Command for your units, additional characters, or some Chariots (Again, converted to be pulled by spiders). All of that could also, thematically, be made to fit a Forest Goblin-y Spider list.
Keep in mind, with two Arachnaroks and playing the minimal points to take 'em, you probably aren't going to win much on the tourney scene. In-store, you might do sorta well as provided you consistently do wounds with Archnaroks you can at least tie combats for a while (Arachnarok here would do better versus T3 armies than T4). Most of your might would come from a Loremaster Goblin, which is risky as you need to hope it never miscasts, and from any Special Choices / Heroes you might buy. Without any Infantry, you're going to struggle, but Bretonnians have found ways to work around it.
