I am probably going to return the Doomwheel for a 2nd Warp Lightening Cannon

I'm new to skaven in 8th edition (have played them for like a decade but not since early 6th ed, mostly before that). But, for what its worth, with my lack of 8th ed experience, I like your armylist! Think it looks just fine  I am myself in the process of re-building my skaven for 8th ed., with IoB minis, new cool kits etc. and I plan to bring something quite similar.
You have got some good main blocks with good weapon teams as well as good slave tarpit blocks. Good support from Cannons and Rat ogres as wel
One thing i would personally not do (and have never done) is to leave home without a Grey Seer though... So i would recommend getting him in there! You could simply drop the Plague Priest. Then you only need another 60 pts to get the Grey Seer. Drop the warlock engineer and 1 rat ogre. And you are set
The Grey Seer brings alot: Being a General with a higher Ld (7) than the Plague Priest, meaning that your blocks will be a Ld10 within 12" of him. And he is a Lvl 4 wizard, meaning he will be a better caster + dispeller (a lot better magic defence). At least this i how i see from reading the new 8th ed. rules. And lastly: He can really make a difference i think as he has access to 4 spells from the awesome Lore of Ruin and/or Lore of Plague.
Well, thats my take at least. But take it for what it is, i have yet to PLAY my first game since 6th ed........

I dunno, I like that this list doesn't have a Grey Seer and a Hell Pit Abomination. I think it would work really well despite not having those things.

I dig it, skaven are more fun for everybody when you don't take all the toys (and you've got the doomrocket anyway, one of the nastiest when luck's behind it). One legality thing though: your priest can't take magical armor, since he's a wizard who doesn't have a rule that says he can (ala chaos). My suggestion: your priest is your general? So a pretty important fellow, who is also liable to miscast and have other bad things (feedback scroll, etc) done to him. I suggest a better ward than 6+, so .... Swap the enchanted shield [10] on the BSB with a mundane shield [2] (his 4/4+ save will be more than he needs), then swap the illegal gambler's armor [20] for a foul pendant [30], then use your last [2] points to buy him an additional hand weapon. EDIT Damn, ruby ring is 25 isn't it? I don't know what I'd do then (probably get rid of the ring!), but somehow get him more protection ... Maybe seed of rebirth + scrying stone? This would also free up [5] points from my scheme above, good to either get the BSB ironcurse icon or a biting blade, or to give the slaves musicians (which is IMO a good idea). - Salvage
