In all seriousness though, I once read that Cultists who prove themselves useful other than cannon fodder get the genetic enhancements necessary to don power armor.

I think it depends largely on the group inquestion...

IIRC, the Iron Warriors have some sort of Daemonic Birthing chamber, where they feed genetic material to this machine that has surrogate "mothers" who quickly grow new marines...this was in one of those BL books, dont remember which off the top of my head.

You must be talking about the daemonculaba in "Dead Sky, Black Sun", an Uriel Ventris novel.

There's always the good old-fashioned method of demoralizing the hell out of your enemy until he turns to Chaos. The Chaos Marine Codex has a good example of delicious treachery.... Let me find it.

Here it is, an excerpt from page 59, in which Huron is taking a Space Wolf battle barge:
