My buddy fields a lot of Skull Pass Night Goblins with spears. We are new to the game. Would they get the parry save?

Short answer, no.
Look in the rulebook in the weapons section. A spear is a special weapon, that has special rules.
Pg. 88 tells you what constitutes as a hand weapon

But you don't have to field them as night goblins with spears you can field them as night goblins with hand weapons, theirs no wysiwyg rule in fantasy.

And even then, all you need is 51% or more of your unit to be equipped properly. 26 gobbos with hand weapons in a block of 50 is all you need.
