I had this idea for a urban combat color scheme for the blood angels that is kind of a gray camo, but my friend says no that's illegal because it is not a traditional blood angels color scheme. Is he right or am I allowed be creative with my chapter?

That's fine. As long as all models are WYSIWYG then it's just a beardie complaint and one you can ignore ...

You can paint your models whatever colors you want.

There's no rules pertaining to the colour of models. You could play a Pink and Yellow marine army called "The Pony Knights", claim they were Blood Angels successors and use the BA rules. It's quite common for people to come up with DIY chapters that are sufficiently generic to be used with any of the marine codexes.

However, though (technically) legal to use, say, Dark Angels models as Blood Angels, this will generally cause confusion.

Fluff-wise you shouldn't do it simply because marines do not wear camo patterns and i know at least 3 people who wouldn't allow it, but it's definately not against the rules and I wouldn't have a problem with it.

Many marine chapters wear camo patterns:

That's the Howling Griffon's camo pattern for night worlds.

Raptor's field-modified desert camo.

Raptor's tundra camo.

Admittedly, it's not a common trait in marine chapters, but it does happen.

Camo for Blood Angels, Dark Angels, Red Scorpions and Raptors.

OP, paint them whatever colour you like and don't let anyone tell you different.
