To my knowledge, Psychic Hoods do not make you re-roll your psychic test, they nullify the psychic power on various rolls, usually 4+.

However as a general point: if you have access to a reroll, and use it, it means that the first roll never happened. So a twinlinked plasma gun rolling a "1" on the first roll wouldnt count for gets hot unless you rolled another "1"
