the chapter champions rules state that he must attack an IC. Does this means he can attack any IC in cc regardless of whether or not he is base to base with them?

No, it just means if he gets the choice (is in btb with both an IC and a normal unit) he MUST attack the IC.

I would, further, accuse anyone who deliberatly positioned their Chapter Champion away from btb with an enemy IC as being a snivelling coward with a beard made of cheese

Sometimes you may not have a choice, when following the assault rules.

But no you are mostly right; if someone does it deliberately(by moving another model in Base-to base with the enemy IC when the Champion had a clear path, then moving the champion into B2B with another model) then they are purposely circumventing his special rules just because they are "allowed to do it that way"(and indeed must in that exact situation).

Now, I am not saying that they must move the other model first(except when the other model is the closest and the enemy IC is the closest to that model), but if they do move the other model first, and then go to move the Champ and there is an unengaged model in the target unit within the champs charge range, they must move to B-2-b with the unengaged model.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.

its not that he moved in base to base after he cleared a path he just jumped over 3 or 4 models and swung at my IC

-Without certain special rules(Jump infantry, Jetbikes, & Skimmers can move over friendly/enemy models in the movement phase; certain Eldar/dark eldar units can bounce around the combat ignoring models to do so; Beasts/Cavalry assault 12", etc.)

Yes: If he is not in base-to-base with the enemy IC and not within 2" of a model in his unit that is, or otherwise in a position where he cannot allocate attacks against the enemy IC(within 2" of a model in Base-to-base with an IC, but in base-to-base with a different enemy model); then he cannot allocate attacks against the enemy IC, and his rule is not broken(the rule does say "if possible").
