Battle Brothers! Consulting the Codex regarding Librarians has produced a question. The Codex is written thusly: He can only use one power each player turn unless he has been upgraded to an Epistolary, in which case he can use up to two psychic powers each turn. At first, I concluded that 'each player turn' was included only because of force weapons, but the more I think about it, the more I feel something like that would be clearly specified. Does this rule mean that I can cast powers such as Smite and The Avenger on an opponents turn?

Usually psychic powers state in what phase they can be used. For the most part it is your own.

Being a Mac user is like being a Navy SEAL: a small, elite group of people with access to the most sophisticated technology in the world, who everyone calls on to get the really tough jobs done quickly and efficiently.

The two powers I used as examples simply state that they are shooting attacks.

The rules for psychic powers tell you when they can be used. You can only use powers in your opponent's turn that explicitly state that they can be used in your opponent's turn.

And when can you make shooting attacks?

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

1) Psychic Shooting attacks may only be done in your player turn so those are out the window.
2) Force Dome is used in the librarian's movement phase so that is out the window.
3) Quickening is used at the beginning of the Librarians assault phase so that is out the window.
4) Null Zone is used at the start of the Librarian's shooting phase so that is out the window.
5) Might of the Ancients is used at the beginning of the Librarian's assault phase so that is out the window
6) Gate of Infinity is used in the beginning librarian's movement phase so that is out the window.

That means that all Codex: Space Marine psychic powers can only be used in their player turn........but only because the powers specifically restrict them to doing so.

Force weapons are the only thing, then, that can be used in the opponents turn.

Do you get two shots at the force weapon with the episolary upgrade?

I have a love /hate relationship with anything green.

The Epistolary upgrade says it allows him to use two psychic powers in the same turn; it doesn't say you can use the same power twice.

Does using the force weapon in the opponents turn then count as your one power per turn?

One of the ones which can catch you out is the CSM warptime, which is cast in BOTH player turns, so its easy to get confused thinking other powers act the same way.

You need permission to do something, not a restriction.
So you need to find permission to use the same power twice
