I am new at Eldar (not 40k) and for a local tournament (1850 points), I have been play testing some lists and this is my current list.
Any feedback and advice are much appreciated.

Farseer + Fortune, Spear, on Jetbike - 118p
5 Warlocks + 2x Spears, 3x Destructors, Enhance, Embolden, on Jetbikes - 281p

Some comments on the list:
I like to use the shining spears in combination with the Seer council, when they lack the punch to take out a unit, I use the SS to assist them.

I found the warp spiders quite versatile, they are great to pop transport, harass units, and contest objectives all this while they are somewhat survivable.

The GJB are held back to cap objectives and try to pop the occasional vehicle / transport with the warlock's spear.

In my original lists I used Dire Avengers in Wave Serpents, but they are too weak to do anything and with transport too expensive.
I also had a second fire dragon squad in a wave serpent, but i find them very expensive for a suicide unit (if you include the transport cost).

You don't have enough troops. In an objective game, all a smart opponnent will have to do is kill your troops and then hold on to his objectives.

Warp Spiders are great I agree, but two squads is excessive imo. I think you should use the points to get more troops or buff up the jetbike squads.

I actually like this list.

you have 3 troop choices, and a scoring holo falcon is rock hard, and jetbikes are excellent at staying hidden.

I disagree with Rogukiel on the topic of jetbike size. Increasing the Jet bike squad size only makes them harder to hide, and with an Embolden Lock, they should stay on the table until the last bloody member.

it seems you know what you are doing with those shining spears, but I do advise you to be careful. they are god awful if they aren't charging, and they have to be within 18 inches to do that. For reference that is in Rapid Fire Range of tac bolters, within charge range of nob bikers, and within charge range of TWC.

I do agree with you that they can work well with a council. As the council can screen for them, and tie things up, for them to hop safely in. Just remember to be careful, shining spears are epic glass cannons.

I would drop your one of your warp spider squads and a few destructors for some more bodies on your council. You really want that squad to hold strong, and having more bodies helps them fill that role.

I like the list overall, some great synergy there and kudos for using out of the box units.

Shining Spears - Poor poor shining spears, great concept.. fail follow through. These will be a serious serious liability to your Seer council and i'd STRONGLY advise against it. Frist off, they cost a PILE while having the survivability of a common guardian jetbiker. Second, say you get hung up on something with your Seer council and call your SS to come save the day... then they whiff their hits. You would now have 5 shining spears that could be easily pounded into oblivion the next round leaving your seer council at a -5 leadership. For the crushing price or 210pts there is better options out there like a power weapon autauch on jetbike (would hurt with the loss of guideseer) or banshees riding the heels of the unit.

Warp Spiders - I'm a Hawks guys (yes I know lol) so I can't speak to them.

Farseer in the Falcon ride - Drop the spear, it shouldn't ever be getting used.

Seer on bike - You really should have Doom on him as well. It takes the destructors and cata swarm fire from Ouch to WTF.

Troops - 3 Troops is pretty light as stated above, but it's doable with the amount of hurt and survivability you have.

Overall list tweaks I would do personally while keeping with the theme (and assuming you can come up with the models)...

Changes are +2 warlocks (one embolden, one destructor), minus the shining spears, + holos on both prisms, +Doom/stones to Jetseer, +Stones to Falcon (keeps the troops mobile for that last round and with Holos stunned is a large portion of results)
