For the moment, let's assume that WYSIWYG isn't an issue.
My Codex: Space Marines says that each model in my tactical squad comes with a bolt pistol and a boltgun.
When it comes to my shooting phase, can my tac. squad shoot BOTH their pistols and bolters?
If not, why not? Is there a rule that says you can't? Does the wargear list really mean "bolt pistol OR boltgun"? I'd appreciate any help with this (admittedly noob) issue. Thanks!

Infantry units may only shoot one weapon at a time.
Not sure where it is at in the rule book..Either around shooting..or when it talks about unit types.

Great, thanks, found it!
Page 15, second normal paragraph under THE SHOOTING PHASE:
"Normally each model in a firing unit can fire a single weapon. Some models, including vehicles, may be able to fire more than one weapon, as detailed later."
Man, I was scratching my head over this one, feeling like I didn't understand the shooting phase at all (and I've played a handful of games). This clears up lots. It's an easy paragraph to gloss over.
I wish the rulebook had a little bullet point or a skull or something whenever there was a real rule.

The bolt pistol is there so that you can fire the bolt pistol and still assault. Otherwise even if you only fired one shot with the bolters you still wouldn't be to assault because you would have fired a rapid fire weapon.

Not that you COULD fire 1 shot. You MUST fire 2 shots per bolter if you are inside 12"

So, does it work like this: in every shooting phase, before I declare my shot, pick targets, etc., I get to choose whether my dudes are firing their boltguns or bolt pistols?

Yes you get to chose what guns, they are going to shoot.
If you want you can even say that some models will not shoot at all
