I'm 90% sure BandC can't enter buildings but I have no clue where the rule is. Does any one know where it is as in the BRB?

Assuming you really do mean buildings, and not ruins, then they are treated like immobile transport vehicles - and only Infantry can enter them.
If you mean ruins - they can move on the ground floor, but cannot climb levels

You havent yet said what you want.
Oddly enough, if you pick up your book, flick to "Buildings" you will get the building rules. Ditto for ruins.

So really you need to go to page 66 second section under the transport capacity listing.

No, you just need to keep reading. The next sentence talk about the 'transport' capacity of buildings.
