I looked under search but was hard pressed to find this specific answer, what is the max distance a Stormraven can move and still allow passengers to assault?

Any help would be great

The maximum distance you can move the vehicle and still disembark models.

You cannot disembark if your vehicle moves, or will move, Flat Out!

Wait, Nos. You mean I can't disembark and then move the SR Flat Out? I was under the impression I could

Nope, you cannot. Page 70, final paragraph on the 2nd column

Actually you can, but you have to use the special "Skies of Blood" rule attached to the Storm Raven. Essentially, you'd have to move first (up to 24"), but then you can disembark your troops along any point that the storm raven passed over. Read the special rules in C:BA on page 38 as there are other rules you must follow.

However: you can not assault after a skies of blood move.

Just so I fully understand, a Stormraven can move 18 inches and the unit inside would still be allowed to assault? In essence 18 inches of movement, 2 inch disembark, 6 inch assault? Correct? or is my math wrong?

No, 12" is cruising speed, anything higher is flat-out, and requires using the skies of blood special rule.

You can move 12", 2" disembark, 6" assault. Just like a land raider.

This is a common mistake.

Fast Skimmer Vehicles gain an *extra* 6" of movement, up to 24", but STILL treat Flat Out! as 12" or more.
