I was told today that a tervagon with toxin sacs rolls on 4+ always, even if he is attacking something that he would normally wound on 2+ or 3+. Is that right?
If it is, that makes him a big bag of crap.

Yes, he does indeed wound on a 4+ all the time. A quick read of the rulebook, under the "poison" rule, would confirm that
You should have a look at what happens when your S is equal or greter than their T thoguh, and see why they dont suck.
Not to mention the temies you spawn will also have Poison...

yea, if he has poison attacks that wound on 4+ it is that regardless of your oppenents toughness
the only thing it changes is that IF your str is the same or more than there toughness then you get to reroll your wounds
This is the reason you DONT give high str things poisonus glands lol

Apart from Tervigons, where giving it adrenals and toxin makes it VERY good when it spews out all those cheap I5 poison, S4 attack termagaunts
edit: also reroll 4+ is a BETTER chance of wounding than single 3+ (75% versus 66%)

Exactly.
4+ with a re-roll means they wound anything T5 or less 75% of the time. The only thing they're actually worse at wounding is T3 or lower units (which, without poison, they'd wound 84% of the time; 2+). But that's no big deal. Your poisonous babies will kill the heck out of any poor T3 unit silly enough to assault mama.
