ok. I'll make this short and sweet.
Does the wreckin ball always hit on a 4+. For example a skimmer that moved over 12"
I know most look at it as a useless upgrade. But I'm intrigued by it. It would force my opponent to hve to target even empty trukks. After they drop off the suicide nob squads.

So will I
Is wreckin' ball a close combat attack? If not why would one use the rules for making them against vehicle and as we aren't using that set of rules what does wreckin' ball itself say on causing it's effects?

Its used in the assault phase, but it's not a close combat attack. It can only be used on unengaged units (ie those NOT in close combat), and hits on a 4+ regardless, by the wording of the item's rules. (pg 93 Ork Codex)
Wrecking balls are not great, bbut they occasionally get in a good one.

Do that. Tau deserve it
Also, a good source of yuks.
Box in a vehicle with 4 wrecking trucks so that it can't move (monoliths and non-skimmers generally) and then get swinging...
Lith flux arcs can make this problematic, until you beat them down to -6 shots), but it's hilarious to do
At least I find it hilarious...
