I collect SM's but not BA's and i was wondering if i could buy a furioso dread,
make it into the lib dread and give it a norm dread ccw and force wep instead of the special
BA dread's ccw.

Not if you're doing regular SM, as they do not have the option in their codex.
Of course, if you find someone willing to play a game with you and allow that, you can try it out. But nothing else supports that idea.

no, there are no rules allowing for a 'joint' SM/BA army. Just like there is no playing joint Ork/Eldar.

Well thats not 100% true, you can combine forces for Apocalypse 40k games.
you can even invent your own scenario that lets you use different units from different codices.
In a "Normal" game of 40k it is not allowed, but you can always house rule it otherwise as long as all involved know what the house rules are before they make the army list.

you coul use the Force Weapon and say it's a fancy DCCW and have a gun on the other arm from another kit.
the Furioso kit is highly swappable. the arms and plates are all interchangable(even the sarchophages front is swapable) with the normal and Venerable plastic dred kit.
