Spray prime them black, and airbrush them Mordian Blue. Use Badab Black or Asurmen Blue to shade them, which can also be done with an airbrush. Paint their trim/chest eagles gold, their guns black, and their eyes red. Pick out metallic details with Boltgun Metal.

If you want to do more you can do edge highlights with Ultramarines Blue, use a black wash on the silver metals and a sepia wash on the gold ones and do some more work with eyes, but whatever.
