With any luck they will be, I'd love to field my Warp Hunter in a tournament. Have used it in friendly games, rightfully earns its place as the biggest distraction!
Literally had it hidden behind a building lobbing barrage at my friend's Space Wolves, he spent a turn and a half manouvering into postion/ destroying it. Plenty of time for me to whittle down his infantry

They're perfectly legal for friendly play, but unless they sell really well we probably won't see them in the Eldar codex. There's precedent of this happening, like the Tau Piranha, but it's fairly rare.

Walkers as troops would be insane

There's a good chance that they'll be legalized. Eldar is lacking quite a bit of new toys compared to the newer dexes and given how the IG dex basically took almost every tank in the Imperial Armour range and legalized them, it's not entirely out there.
