So Gabriel Seth's rule states that for every roll of a 1 to hit him in closecombat he automatically hits them back with a str 4 hit.

I would like to know is if a squad that attacks him with rerolls to hit, does this attack work for the 1's rolled at first, the 1's rolled after rerolls, or if it works for every 1's rolled?

It's the same principal of Get's hot and rerolls. Only the rerolls counts.

Agreed. A re-roll typically means the first roll never happened.

As above. The rules for rerolls specifically tells you that the first roll essentially never happened.
