They need to have the Relentless USR in order to move and shoot with heavy weapons, OR have a similar rule within their codex. For example Chaos Terminators dont get to fire rapid fire weapons as if they were stationary.

Survey of terminator armour shows:
Relentless USR: Black Templars, Blood Angels, Space Marines, Space Wolves
Move and fire heavy weapons: Chaos Space Marines, Daemonhunters (2003), Dark Angels

Do GKT have the relentless USR? OR an equivalent rule?
Your answer is in the post by Homer, btw.

Psycannons have TWO firing modes (in the old codex about to be replaced), one of which is Assault, so they can ALWAYS be fired on the move anyway.
Yes, GKT can fire psycannons to FULL, HEAVY range on the move (as opposed to the shorter Assault range).
As per their rule in the codex. Since it predates RELENTLESS (and 5th ed), they don't technically have that rule.

The new Grey Knight codex is coming in less than a month, so it could change.

My comment is in regards to what is still the "current" (3rd ed) codex.
I cannot comment on something I've not yet seen.
And the scrib'd document dates back to 2009, and it will undoubtedly have changed somewhat from that form, so comments using that as a basis are equally useless.

Were you confused by "Move and Fire Heavy Weapons"?
Do GKTs have Terminator Armour? Yes
Does Terminator Armour in Daemonhunters (2003) have a rule that permits moving and firing heavy weapons? Yes
Can a psycannon fire in either assault or heavy weapon mode? Yes
Yes, a GKT can move and fire a psycannon.
