so ive spray painted my Valkyrie and i need to glue on the clear plastic cockpit windshield, do i need to file off the paint so it contacts plastic or can i just apply plastic cement on the paint

as far as superglue there shouldn't be a problem...if you want you can take a file with the sharp point and just scrap along the canopy till it's down to the plastic then superglue

I found that paint helps the plastic cement stick better. I found that out by priming and painting on the sprues.

Best method for canopies is to use PVA to tack them on. Poly cement if spilt or overapplied can ruin the canopy, superglue reacts with grease to cause fogging. So long as you're not really ham-fisted it's strong enough.
