Ok so I was talk to my friend and I take a unit of 15 grots and 1 runt herder. He states I need to take 2 because you need 1 herder for every 10 grots. So since I am over 10 I need 2 . He put it like this:
1-10 grots 1 runt herder
11-20 grots 2 runt herders
21-30 grots 3 runt herders
Now my understanding was this
1-19 grots 1 runt herder
20-29 grots 2 runt herders
30 grots 3 runt herders
I would love some clearing up on this matter. I don't want an illegal list if I am in the wrong.

I'm sure that you only need an extra runtherd once you read 20 grots. That's how I've played it for ages, and no one has ever told me off for it. 19 grots and 1 herd is great for saving 13 points!

You take a Runtherd for every 10. Not every ten 'or part thereof'...
So you count your grots in groups of 10. Every time you reach 10, you need another Runtherd.

Page 100 Ork Codex, "For every 10 Gretchen you must take one: Runtherd.....10pts". So you need all 10 to get this, 1 through 9 does not = 10 and does not satisfy the requirement for the upgrade.
Think of the runtherd as an upgrade you need 10 grots to take, he does pack 3 poison attacks on the charge if equipped with a grot prod. Page 100 the entry for ork boys states "for every 10 orks in a mob, one ork may exchange his slugga or shoota for : big shoota +5". Same deal, but with a may instead of a must. If your friend persists, show him that and the logic that it is an upgrade that needs 10(gretchen/orks) in the same manner, and that you cannot take 21 orks and 3 big shootas.

1-19 grots = 1 runtherd. As it is more than 10, but less than 20, and thus does not = 2x10.
20-29 grots = 2 runtherds.
etc.
