my friend says they count as a HQ because they are in that protion of the codex, yeti say they do not.

the codex says "an imperial gaurd army may include 0-2 techpriest engineseers. techpriest engineseers do not use any force orginization chart selections but are otherwise treated as seprate HQ units."

help?

They do not count towards your HQ selection. I think it means they count as HQ when it comes to kills points though.

xlightscreen is right. You still have to take a Lord Commisar or CCS or whatever for your mandatory HQ choice in a game.

Yes, they count as a HQ unit, because they are selected from the HQ section of the list.

They simply don't count as one of your HQ selections on the Force Org Chart.

I disagree. Run a search regarding this and the BT Chump FAQ, should be a fairly recent discussion.

Agreed. In that particular FAQ, it says that BT Emperor's Champions are counted as the compulsory HQ choice, even though they don't take up a place on the FOC.
