The codex says that Commanders and Chaplains joined to a Command squad can't leave it. But it also says that they don't stop being independent characters for the purpose of assault.

Does that second clause sufficiently override the main rules since it's specific to Black Templar characters?

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

What rule would it override? It simply seems to be an explanation that they aren't a retinue so the IC's can be picked out in CC.

Black Templars are the last codex that can have a command squad retinues.

For a single HQ slot you may take a Commander a command squad and a chaplain. Nether the commander or chaplain may leave the command squad as it counts as retinue for both of them.

You can also use both HQ slots and have that chaplain as an additional HQ choice; in this case he may join or leave as you require.

This works as normal with retinue rules: When shot at they count as an upgrade character and when fighting in close combat they count as a separate unit as normal.

With the caveat that the command squad can't have an "upgrade" Chaplain, as Chaplains aren't allowed to join other Chaplain's command squads.

Well, that isn't how retinue rules work actually. With retinues, ICs stop being ICs all the time.

BT's override the normal Retinue rules as well. In other words, they have a specific rule that overrides the general rules, but the ultimate effect is to make BT command squads (ironically) similar to normal command squads (except that the BT ICs cannot leave it).

What I'm saying here is that BT ICs ALWAYS count as independent characters in assaults. This is normally true for all ICs except those in retinues (which almost don't exist now) however Black Templar retinues override this rule.

Sorry if that isn't 100% clear.

... Gah, yep you're right that was how it was done in 4th; in 5th they don't (Can't think of any other retinues off the top of my head ... wonder if they'll be gone for 6th) ... but since BT have the rule written down that how they still work.
