Hey guys as you guys may know Ive been working on my orcs n goblins army for a little while, but my friends have been urging me to get back into 40k. Ive decided on playing Blood Angels but I'm in need of some help on the most cost effective starting point if you guys could please help me out with that I'd greatly appreciate it

Cost effective? No such thing when it comes to this lovely hobby Jokes aside, its hard to get a cheap start, this is also true for BA. The Battleforce is OK, but those 10 Tac should'a been something else imo. Maybe a dread or another 5 RAS. However, if you dont mind converting:

Buy their battleforce and convert some Tac marines to RAS using the JP from DC.
That way, you'll get 10 RAS, 5 DC, 5 Tac and a Rhino. And since you're BA you should sell those Tac to someone else to get some money back

A DoA list would probably be the most cost effective list to build. A 1500 - 2000 point list is probably going to be in the neighborhood of 30 to 50 models. If you go on ebay and find some cheaper assault squads, this could be done for a "relatively" cheap cost.

The idea about converting seems interesting to me, doesnt the death company box come with alot of extra bits?

Yes they have loads of extra bits for personalizing your army and so on, but I'm saving mine to build my own HG/VV so I dont have to buy their respective metal models.

Check out the Sanguinary Guard box too! Even if you are not interested in the unit the box has lots of goodies!
