Subject: Does destroying a building follow the same rules as shooting / destroying a vechicle?
If you're a newer group and you're an eldar player then take Dark Reapers +Exarch with Tempest Launcher/Crackshot. 2 AP3 Blasts that reroll to wound and ignore cover of course the they will learn to counter it, but at least you'll get your kicks for a lil bit.

Just as a addendum from someone who is trying to learn the rules. There are a lot of rules that are stupid from a realism* point of view but actually make a lot of sense from a game balance point of view.
*for a given value of 'realism' where 7 foot tall genetic super humans battle walking talking interstellar traveling fungus
