Thanks for your help in advance, fellow tacticians.
I recently got back into 40k after about a five year rest. I decided to go mechanized blood angels, and I'm still shaking the dust off.
In my area, every other army I face seems to spend most of it's points on land raiders and assault terminators with storm shields.
To deal with land raiders, I have razorbacks and predators with a variety of lascannons and assault cannons, but they're horribly inefficient against one. I'm putting meltas in my assault squads, but getting close has been disasterous thanks to the assault terminators. I've even watched my decked out honor guard bounce off. On the bright side, once they're on foot, those same terminators are easy enough to gun down. So, there is my problem.
As far as I can tell, I can:
-continue using lascannons on land raiders while they chase me across the board
-sacrifice assault squads for a chance to use meltas on his land raiders, hope to pop all the transports, then kite/dakka termies
-buy a landraider and fill it with termies
-swap out a couple baals for landspeeders on anti tank duty.
I'd rather not succumb to the temptation to use terminators. I'd rather counter them. I'm leaning towards adding land speeders. dual meltas are looking good right now, but I would have prefered to stick to tanks.
How would you handle landraider/assault terminator spam?

You need multimeltas and meltaguns if the meta is heavy Land Raiders.
Given this- a Lascannon at any range is going to roll a total of 14 only when the dice comes up 5+. At best, your glancing on rolls of 5, penning on 6. If you face 2 or 3 Land Raiders, your odds of stopping one are low per transport.
Enter meltas.
Even if you have to throw suicide squads up at the Land Raiders, your best bet is to squeeze in as many melta weapons you can pack. These are the few weapons available to Space Marines that can crack Land Raiders reliably.

Here the problem with Mech BA, you lack any good Troops select and gave it up for mech and firepower. The main problem with Mech, is that you rely on Las/Pla on your Razor...one shot wondering is what I call them. You main want to include 2-3 Stormraven with/Multi Melta/Las.

Here is a quick sample list of what I'm looking at fielding next week. The lack of melta weapons considering the local adversaries is apparent. Since my Baals have been undewhelming for me, I'm thinking I'll drop a couple for land speeders.

Change the Libby power to Shield/Fear of Darkness. The only time you want to bring Blood Lance, is if the Libby riding in a Rhino or has a Jump pack.

Well... I see a few things here...
you have 15 wounds as scoring units....
I'd drop the baals for 3 units of 2 MM attack bikes. The LRs will stay far away. Don't rush him, do your best to be the defensive player. Try unleash rage with your librarian btw since you have no fire point.
As far as tactics are concerned.... Use your Razorback chasis to make a wall to hide behind. when he gets close enough that he will be in extra dice range, you drive around and MM him so his LR dies, then use your plas/twin plas (in double tap range) to kill the termis inside. Any MMs that were not used on the LR can also go to killing the termis.
