I'm absolutely sure this has been done before, but has anyone ever fielded an army where scouts comprised most if not all of the troop choices? I've heard they're relatively cheap for what you're getting. Scouts hit on a 4+ with a strength 4 ap 5 bolt gun, they've got a 4+ armor save, and get infiltrate, outflank, and move through cover if I recall correctly. Please tell me if i'm wrong. Seems like itd be a fun army to play and the models really have a lot of character.
Another question, are Grey Knight armies going to be able to take scouts?

GKs cant since fluff wise they go straight into power armour after induction. Plus it would be listed on the GW website if it were an option.
As for a whole Scout army, I'm sure someone has done it before. However Scouts are support units, they are not good for bread and butter. You're also severely lacking heavy weapons depending on what you classify as acceptable "scout" units (vehicles mainly).

Its very rare, but some people run scout heavy, or all scout armies. Raven guard can make a very tricky first turn-assault based army with scouts being part of it.
There are two forms of good scouts IMO- Sniper scouts sitting in cover for the sole purpose of holding an objective, and 5 CCW scouts (powerfist) in a Land Speeder storm with a 44" first turn assault range.

One other thing makes it possible: Telion. He is amazing and when added to a sniper scout squad can really make them a force to be reckoned with.

Chaplains, if I remember, are a fluffy choice for Scout forces (as I remember reading somewhere that they're one of the prominent leaders of the scout company), but yeah Telion needs to be an HQ and LSS needs to be Dedicated. Try giving Telion to either the Sniper squad or a squad with a ML.

Chaplains and Captains...
The Librarian attatched to a Scout company is usually to old for proper frontline service but to young to be entirely discounted.
Chaplains will fight until they die and then probably fight some more.
Captains... well they're captains go figure.

Devastators would be good support for an all scout army as they are newly inducted marines. Close to fluff as you can really get without bringing in armor.

I tried a near all scout army, I died miserably each time. Not saying it doesn't work, its just damn hard to pull off. Scout moves and infiltration can only benefit you so much in a game.
Plus as a mainstay force their 4+ armour simply is no replacement for a Space Marines 3+ armour save unless you can keep out the way of all shooting and always be the instigator of all the assualts, and even then the lower armour save will let you down except if maybe attacking Tau in CC

I tried a scout list several years ago (maybe 2004 or 2005). My idea behind it was that the battle would be a kind of 'final test' for those scouts on the field of battle before they would become full battle brothers. I used a Captain and Chaplain with jet packs as HQ, whose job would be to help in the fight, but ultimately to observe who was performing well and who was not. It was considerably more story-based than practical or tactically sound and wasn't a very big game; maybe 750 points total. I played Orks and barely lost. I've thought several times about getting Telion and a few Land Speeder Storms for my army and trying this again though.

It's pretty viable on paper. Take plenty of snipers along with some attack forces inside some storms covered by newly minted devastators (to keep fluffy) with missiles (to keep points down) and It's a mean list.

Sniper rifles in the hands of Marine Scouts hit and wound on a 4+ if i'm remembering this correctly.
Now, by "Attack Forces" do you mean scouts kitted out for CC? Or so you mean assault marines?

You can make a small force of scouts with the Codex: Space Marines, but you lack the ability to take a larger force.
Here was an idea I had for a "scoutamanders" list. it maxes out at 1250 or so
HQ- Vulkan Hestan - 190
Elite- 10x Sternguard with 5x Combi-Meltas. Drop Pod - 310
Troops- 2x 5x scouts with BP+CCW, Sarge w/ PF and Combi weapon (flamer is my choice) - 2x110
1x 5x scouts with Telion and ML - 135
Fast- 2x Land Speeder Storm w/ Multi-Melta
10x scout bikes, PF, 3x Grenades.
You have a decent alpha strike, if your opponent deploys, but they probably wont. I think that Hestan is a good choice for scouts as it makes the MM LS Storm a pretty decent unit. Sterguard can split into combat squads, either to hit two tanks with melta, or make one 5x melta and then have Hestan + the bland ones hit infantry. The scout bikes go into two combat squads, one with 3x grenades, and the other with PF sarge. It is NOT tournament capable, but probably decent fun.
Fluff wise, the Stergaurd are the veterans who are instructing the scouts in the ways of battle, and you can just say that Hestan is overseeing the new recuits, because the Salamanders have so few of them, they need to be good.
