Alright, I found this awesome mod called Firestorm Over Kronus 3.5 beta.
It adds in Black Templars as a race and Techmarine apprentuses as builders for Sm's. You get Autarch's, Captains, Chapter Master's, Honor Guard,
Command squads, Venerable dreads, Ironclad dread's, Land Raider Crusaders and redemers, Vanguard and Sternguard vets, Devastator squads.

I already have this mod. What it actually does is update Dawn of War: Dark Crusade to have almost every single unit in the codicies for the races already in the game. It adds hundreds of new colour schemes and unit designs, and the way damage is calculated is actually based on the Warhammer 40,000 rules. For example, armour saves are in there in the form of an "armor rating", 5 being the equivelant of a 2+ in-game. A unit's health is based off of their toughness value multiplied by their number of wounds and then also mutltiplied by 100. Therefore, a T4 W1 Marine has 400 Health in-game, and a T4 W3 Captain has 1200 Health.
