im looking at tomorrows war and its looking pretty sweet. Do you guys no some manufacturers in America that makes 15mm miniatures.

That's a pretty broad question. A few questions

1) What size battle do you want? (i.e. How many troops and vehicles?)

2) How complex a game do you want? Fast and abstract or slow and detailed, or something in between?

3) What kind of basing for troops. (individual or squad)

I've never played it, but Tomorrows war is very well regarded.

I've used Future War Commander for relatively large scale gaming in 10mm and enjoyed it. It's a fairly abstract system, but you can play a very large game in a couple hours.

Lastly, head over to Ground Zero Games and download Stargrunt II. It might not be your thing, but it's a well regarded ruleset for 15mm and it's free!

Not giving us alot to work with. Most rulesets claim to be able to do skirmishes up to large battles, but the truth is that most rarely do both.

Size. How many troops and vehicles do you want per side?

Complexity, it's very hard to have both.

You were at least able to specify individual basing. Thus, Future War commander might not be what you are looking for and Alien Squad leader would also not work. If you want to try those games, you would want to make movement tray bases for your figs or use one fig to represent a squad of troopers

Assuming that between big and small means 30-50 figs and a few vehicles, 5150, or Tomorrow's war. Tomorrow's war would be more complex and more detailed. 5150 would be easier but with less detail.

I would not use Stargrunt as while not being to difficult, it's definitely not easy.

One other free set that's getting alot of play over at TMP is FUBAR. http://thegamesshed.wordpress.com/category/wargames-rules/sf-wargames-rules/ All the rules on one page so it's very streamlined, but there are alot of one page expansions. All free.

You might be interested in Heavy Gear (http://www.dp9.com). Typical games are around 10-20 models in size, with an emphasis on combined arms between infantry, Gears (mecha) and tanks. The ruleset is crunchier than 40k, but isn't exception oriented like Warmachine/Hordes/Malifaux, and is significantly cheaper than Infinity (another option, btw). It's mostly based around ranged combat, with some electronic warfare and assorted other odds and ends (artillery, airstrikes) thrown in. You can get started for around $100 and field a largish army for $250-$300 or so.
