So I'm looking at the Storm Raven's BLOOD!STRIKE! missiles, 4 one shot S8, AP1 missiles.

Using them should a player declare how many he's firing or can you get away with shooting 1, seeing if it does the job, then the second etc?

You declare what you are firing and their target for all of a units weapons before rolling to hit. P.16 under which models can fire outlines this process.

Looking at the codex, they are each "Heavy 1" weapons. So that would mean they are 4 separate weapons and as such, you could only fire the number you would be allowed depending on movement speed like any other weapon.

For example, you can fire 1 weapon? Then 1 bloodstrike missile.
You can fire 2 weapons? Then 1 missile and the T/L heavy bolter or 2 missiles or etc.
Stationary? You can fire everything.
But as you would normally do, you would pick a target unit, and then declare how many and which weapons were firing, then resolve the shots.
All shooting from the unit is simultaneous.
You wouldn't, for example, fire a predator's lascannon and then after seeing the result decide to now fire a heavy bolter sponson, would you?
Same for the Stormraven. Pick a target, declare which weapons are firing, check LOS from the weapons, resolve the shots.

As with every other unit in the game, you must first decide exactly what weapons (each missile is a weapon) you are firing, at exactly which target(s) (machine spirit must be declared at the same time as other shooting; just as with Long Fangs and Tau Target Locks), before rolling the dice for any of them.
