Can Blood lance be used without line of site? Say a Libby is in a razorback can he use Bloodlance psykic power without a fireing point?

For reference look in the BRBFAQ, where it states you cannot cast PSAs without having a firing point, as firing a PSA counts as firing a weapon, and embarked models cannot fire weapons unless there is a firepoint.
