Does it say in the Codex it's a Flyer? Nope.

But the Stormraven is NOT a valkyrie, so too bad.
In the absense of any actual ruling from GW, it is NOT a flyer.
Apples are fruit.
Bananas are fruit.
Apples are not bananas.

Apart from the HUGE caveat that in apoc, ALL of these little niggling details are meant to be hashed out amongst all those playing. Use some initiative for once and decide for yourselves. Try it both ways, and use whatever is fairer.

Page 34 of WD 373:

"Using Stormravens in Apocalypse
You'll notice that we've given the Stormravens here the Flyers and Hover special rules. This is to represent their use in the larger battles represented using the Apocalypse scenario. If you plan on using Stormravens from Codex: Blood Angels in your games of Apocalypse then counting them as flyers is entirely appropriate."



So as you can see, they recommend that you can play them as Flyers, but as with all things Apocalypse everybody should be onboard with the decision before you proceed.
