Well for starters, page 55 states that a skink priest with the engine counts as 1 wizard level greater than he is (although this has been Eretta'd here:

The previous 3 can come from how the skink priest is a wizard. There was no need for the venomous tone.

1) No, they are not. A model's attacks are mundane unless they use a magic weapon or are otherwise specified as magical.
