OK, the avatar really benefits from fortune, above all other powers. So I would take that on your farseer. If you face armies including psykers, the runes of warding upgrade is also brilliant. Some people swear by the character eldrad ulthran, I prefer a cheap farseer but Eldrad is a very good deal once you compare to a normal seer taking 2 powers + upgrades.
Harlequins on foot will need a shadowseer, and should have a larger squad size. Death jesters aren't necessary. Awesome idea, but really an assault squad should focus on getting to assault - you don't want to give anything up by fleeting whenever you feel like it.
Your troops are a bit muddled up. These units say to me that you want to use them agressively, driving up and bladestorming etc. That doesn't fit with the rest of your army. I would take some guardians as troops, with warlocks and the avatar's fearless aura, this can be quite good, since they're the only troops with proper heavy weapons. You could take some guardian jetbikes, just to keep out of sight and claim objectives at the last second. If you stick with dire avengers, either take them on foot, or take a smaller squad with a wave serpent packing an EML or a scatter laser. Generally, exarchs with bladestorm should have the twin catapult guns - stick to one role eh?
All the fire support, I think with this army you should take wraithlords and war walkers. Fire prisms pay for mobility, as heavy firepower the walkers are better.
You really need to make a choice about how you will use this army. Lots of Eldar players take all fast skimmers, maybe with some jetbikes. That's how I play, it works well enough. You look to be going on foot. That works too, but certain things are the lynchpin of the plan. An avatar usually leads the way, it should be fortuned and it should be giving 'fearless' to the units around it. You should have as many wraithlords and war walkers as possible. The only 'fast' units really good with that kind of army are fire dragons in a wave serpent (because they are so good at destroying heavy tanks, something really heavy that will give you trouble, it is best to just kamikaze it) and a small jetbike objective-grabber unit.
