I have been enjoying WHFB and 40k for a fair few years, but I have interest in playing WWII and Historic games (Roman period most likely).

I am wondering what are the best set of rules for playing games in these periods, I have checked out the Warhammer Ancients stuff, but I am curious as to if there are any others.

Also other than the Warlord models, are there any other fairly decent ranges in 25/28mm scale

Disposable Heroes is a solid WW2 ruleset, although vehicles with multiple machine guns are stupid overpowered, and cover is king. Bolt Action makes great minis.

Flames of War seems to be the most popular and best WW2 game, although not 28mm scale.

Yes. A solid skirmish system with good playable rules, yet detailed enough to please the grognards. FOW seems dumbed down by comparison. Iron Ivan Games is working on expantions into other periods as well.
There was another popular ruleset called Battleground that had its own line of figures, but their company seems to have closed down.
Old Glory handles a line of figures called Berlin or Bust. They have some nice vehicle models.
