I am building a fast attack based space marine army and I was wondering what armies specialize in fast attack? For those armies that specialize in fast attack are there any special rules? Do I need to buy another codex other than the Space Marine codex? Thanks you for any advice you can give me.

If you want fast attack marines you definitely want to go blood angels all the way!

Anything in their army with a rhino chassis is considered a fast vehicle. They get assault marines as troops. They are definitely the eldar of the imperium.

Support bacteria. It's the only culture some people have.

You can either make a biker force with the SM codex or an assault marine force with the BA codex.

Raven Guard are all about jump pack Marines. No special rules or characters, and you can use the standard Marine codex for them. If you're looking for the fastest Marines, Blood Angels are the way to go though. They have their own codex you'd need to get.

The above three options have it pretty much covered.

The major/most prominent Fast Attack-centered chapters are White Scars, Raven Guard, Blood Angels, and the Dark Angels' Ravenwing segment.

Codex SM allows you to build White Scars or White-Scars-esque biker armies. These are widely considered to be some of the most competitive and effective builds possible using Codex: Space Marines. Taking the SC Khan or just a regular Captain on a bike allows you to take Bikes as Troops; thus having your FA-based army but having it be Scoring. The other option available in Codex: SM is Shrike; the SC chapter master of the Raven Guard. He gives your army Fleet in place of Combat Tactics, which allows you to make first turn charges with multiple units if you build your army right. However, assault marines are NOT that great, and they're non-Scoring in a Codex: SM army. If you want more info on this, Dakka member Flavius_Infernus has some really excellent and useful posts about it, as he's run this style of army a good bit.

Codex: Blood Angels is the main obvious choice, as they can take Assault Marines for Troops. They also get more and better equipment options for their Assault Marines- like meltaguns, or discounted Fast transports if they take off their jump packs. They also have the Descent of Angels rule to make them more effective at Deep Striking their guys with jump packs. And they have special units like Sanguinary Priests which make their Assault Marines both more resilient and deadlier than other armies'. As mentioned above, Blood Angels are also unique in having Fast vehicles other than just Speeders, which gives them a level of mechanized mobility and firepower unmatched among other SM armies. While a Predator or Razorback is technically not Fast Attack in the sense of the Force Org chart, a Razorback which can move 12", and a predator which can move 6", each while firing all its guns, is pretty impressive and fits the idea of fast-moving firepower.

Codex: Dark Angels also has a FA component, in the form of the Ravenwing force. If you take Sammael, the SC, your Ravenwing units become Troops and Scoring. Including the only scoring vehicles in the game- Ravenwing Landspeeders. Ravenwing bikers also have the Scouts special rule and Teleport Homers, which give them some nice, unusual tactical options, and combinations with non-Ravenwing units from the codex. Overall this army book is considered a bit lower-powered than most, as its units are a bit more expensive and have fewer options than those in the other SM codices, but Ravenwing does present some unique options, and can be worth considering, especially if you really like the look of the models.
