The rules state that a unit may only assault the unit that it shot at in the shooting phase.

Why are the rules written like this? What does it do to improve the game/balance the game?

It stops you being able to hurt two separate enemy units with only one of your own. Shoot unit A and then charge unit B. With the way the rules are now, if you want to assault something you have to think very carefully about whether or not you should shoot it, as you could leave your squad stranded out of assault range.
